I’m Matt McHenry, I partner with senior leaders in Government and Philanthropy to turn political/funder commitments into delivered outcomes—on time, on budget, and with public credibility.

When a flagship programme is at risk, blocked by stakeholder division, or failing to deliver on public promises, I come in to diagnose what went wrong and rebuild it to work.

  • Programme Crisis and Recovery: When a flagship programme is at risk—behind schedule, over budget, or losing relevancy—I help to diagnose what went wrong and get it moving.

  • Service design and delivery: I create services around citizen needs, combining technology, data and design to delivery outcomes for citizens.

  • Strategic Advisory: I help leaders figure out how politics and ideas meet delivery—helping you make faster decisions, build internal capability, and manage risk when delivering quickly.

15 years of government strategy and delivery.

2020 - 2025: Special Advisor to a Director General, UAE Government

I act as the senior strategic advisor and delivery lead. I oversee strategic planning and delivery, programme design, stakeholder alignment, and operational turnarounds. This is a high-pressure, fast-paced, delivery-focused environment.

2011 - 2020: Government Technology - Deloitte & Monitor Deloitte UK and Middle East.

Led complex public sector transformation programmes for UK Government and Middle East clients—designing new service models, building delivery capability, and advising on policy implementation.

How I work

Delivery with discipline

I move quickly, but I don't skip steps. I balance delivery with risk, with a constant focus on momentum and progress. I understand government procurement, data ethics, and governance requirements, and I use them to build credibility, not as excuses for slowness.

Data, technology and design

I apply service design, data management and technology product delivery methods to government and philanthropic sector challenges.

The Private Office Mindset

I operate as an extension of the leadership team. I focus on the success of the entity and the leadership. I work with discretion, shield the leadership from operational friction and ensure they succeed in their role.
